andinhandwiththiswemustfranklyrecognizetheoverbalanceofoulationinourindustrialcentersand,byengagingonanationalscaleinaredistribution,endeavortorovideabetteruseofthelandforthosebestfittedfortheland。Thetaskcanbeheledbydefiniteeffortstoraisethevaluesofagriculturalroductsandwiththistheowertourchasetheoututofourcities。Itcanbeheledbyreventingrealisticallythetragedyofthegrowinglossthroughforeclosureofoursmallhomesandourfarms。ItcanbeheledbyinsistencethattheFederal,State,andlocalgovernmentsactforthwithonthedemandthattheircostbedrasticallyreduced。Itcanbeheledbytheunifyingofreliefactivitieswhichtodayareoftenscattered,uneconomical,andunequal。Itcanbeheledbynationallanningforandsuervisionofallformsoftransortationandofcommunicationsandotherutilitieswhichhaveadefinitelyubliccharacter。Therearemanywaysinwhichitcanbeheled,butitcanneverbeheledmerelybytalkingaboutit。Wemustactandactquickly。
Finally,inourrogresstowardaresumtionofworkwerequiretwosafeguardsagainstareturnoftheevilsoftheoldorder,theremustbeastrictsuervisionofallbankingandcreditsandinvestments,theremustbeanendtoseculationwithothereole’smoney,andtheremustberovisionforanadequatebutsoundcurrency。
Therearethelinesofattack。IshallresentlyurgeuonanewCongressinsecialsessiondetailedmeasuresfortheirfulfillment,andIshallseektheimmediateassistanceoftheseveralStates。
Throughthisrogramofactionweaddressourselvestouttingourownnationalhouseinorderandmakingincomebalanceoutgo。Ourinternationaltraderelations,thoughvastlyimortant,areinointoftimeandnecessitysecondarytotheestablishmentofasoundnationaleconomy。Ifavorasaracticalolicytheuttingoffirstthingsfirst。Ishallsarenoefforttorestoreworldtradebyinternationaleconomicreadjustment,buttheemergencyathomecannotwaitonthataccomlishment。
Thebasicthoughtthatguidesthesesecificmeansofnationalrecoveryisnotnarrowlynationalistic。Itistheinsistence,asafirstconsideration,uontheinterdeendenceofthevariouselementsinallartsoftheUnitedStates—arecognitionoftheoldandermanentlyimortantmanifestationoftheAmericansiritoftheioneer。Itisthewaytorecovery。Itistheimmediateway。Itisthestrongestassurancethattherecoverywillendure。
InthefieldofworldolicyIwoulddedicatethisNationtotheolicyofthegoodneighbor—theneighborwhoresolutelyresectshimselfand,becausehedoesso,resectstherightsofothers—,theneighborwhoresectshisobligationsandresectsthesanctityofhisagreementsinandwithaworldofneighbors。
IfIreadthetemerofoureolecorrectly,wenowrealizeaswehaveneverrealizedbeforeourinterdeendenceoneachotherthatwecannotmerelytakebutwemustgiveaswellthatifwearetogoforward,wemustmoveasatrainedandloyalarmywillingtosacrificeforthegoodofacommondisciline,becausewithoutsuchdiscilinenorogressismade,noleadershibecomeseffective。Weare,Iknow,readyandwillingtosubmitourlivesandroertytosuchdisciline,becauseitmakesossiblealeadershiwhichaimsatalargergood。ThisIroosetooffer,ledgingthatthelargeruroseswillbinduonusallasasacredobligationwithaunityofdutyhithertoevokedonlyintimeofarmedstrife。
Withthisledgetaken,Iassumeunhesitatinglytheleadershiofthisgreatarmyofoureolededicatedtoadiscilinedattackuonourcommonroblems。Actioninthisimageandtothisendisfeasibleundertheformofgovernmentwhichwehaveinheritedfromourancestors。OurConstitutionissosimleandracticalthatitisossiblealwaystomeetextraordinaryneedsbychangesinemhasisandarrangementwithoutlossofessentialform。Thatiswhyourconstitutionalsystemhasroveditselfthemostsuerblyenduringoliticalmechanismthemodernworldhasroduced。Ithasmeteverystressofvastexansionofterritory,offoreignwars,ofbitterinternalstrife,ofworldrelations。Itistobehoedthatthenormalbalanceofexecutiveandlegislativeauthoritymaybewhollyadequatetomeettheunrecedentedtaskbeforeus。Butitmaybethatanunrecedenteddemandandneedforundelayedactionmaycallfortemorarydearturefromthatnormalbalanceofublicrocedure。
Wefacethearduousdaysthatliebeforeusinthewarmcourageofthenationalunitywiththeclearconsciousnessofseekingoldandreciousmoralvalueswiththecleansatisfactionthatcomesfromthestemerformanceofdutybyoldandyoungalike。Weaimattheassuranceofaroundedandermanentnationallife。
